Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1179 entitled: 

     "A BILL FOR AN ACT RELATING TO COMMERCIAL MARINE LICENSES,"

begs leave to report as follows:

     The purpose of this bill is to clarify statutory provisions
relating to the issuance of commercial marine licenses by:

     (1)  Providing the Department of Land and Natural Resources
          (DLNR) with the option of requiring catch reports of
          only certain licensees;

     (2)  Authorizing DLNR to obtain other types of information
          from commercial marine licensees, thereby ensuring the
          gathering of more appropriate and useful information;
          and

     (3)  Removing unnecessary or obsolete language from Chapter
          189 (Commercial Fishing), Hawaii Revised Statutes.

     Testimony in support of this bill was received from the
Board of Land and Natural Resources.  The Boat Owners Association
of The State of Hawaii Inc. testified in opposition to the
proposed changes.

     Your Committee finds that this bill will provide DLNR with
greater flexibility to make critical changes to its

administrative rules regarding commercial marine licenses and the
associated reporting requirements.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1179 and recommends that it be referred to
the Committee on Finance.
