Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1178 entitled: 

     "A BILL FOR AN ACT RELATING TO ENFORCEMENT,"

begs leave to report as follows:

     The purpose of this bill is to allow the Department of Land
and Natural Resources to sell or take action to cause the sale of
perishable natural resources that are seized.

     The Department of Land and Natural Resources (DLNR), the
Hawaii Fishermen's Foundation and Boats Hawaii Inc., testified in
support of this measure.

     Your Committee finds that setting up procedures to manage
perishable seized natural resources by timely sale of the items
will prevent waste of valuable resources.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments for purposes of style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1178, as amended herein, and recommends that
it pass Third Reading in the form attached hereto as H.B. No.
1178, H.D. 1.
