Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 1165, H.D. 2, entitled:

     "A BILL FOR AN ACT RELATING TO THE OCCUPATIONAL SAFETY AND
     HEALTH TRAINING AND ASSISTANCE FUND,"

begs leave to report as follows:

     The purpose of this bill is to extend the repeal date of the
Occupational Safety and Health Training and Assistance Fund for
four years until July 1, 2003.

     This bill also expands the use of the money in the Fund for
certification programs to enhance safety and health.  Encouraging
training through certification programs will provide a safer
workplace for employees and reduce costs to employers.

     Your Committee finds that the establishment of the Fund has
enabled the Department of Labor and Industrial Relations to
develop and maintain valuable resources that have contributed to
lower business costs.  Your Committee finds that the Fund should
be continued as it continues to provide a positive means to an
essential end.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B.
No. 1165, H.D. 2, and recommends that it pass Third Reading.
