Sir:

     Your Committee on Finance, to which was referred H.B. No.
1165, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE OCCUPATIONAL SAFETY AND
     HEALTH TRAINING AND ASSISTANCE FUND,"

begs leave to report as follows:

     The purpose of this bill is to reduce the frequency of
workplace accidents and costs to businesses by:

     (1)  Extending the repeal date of the Occupational Safety
          and Health Training and Assistance Fund (Fund) for four
          years, to July 1, 2003; and

     (2)  Including among the Fund's uses, certification programs
          to enhance safety and health.

     The Department of Labor and Industrial Relations testified
in support of the measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of style and clarity.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1165, H.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as H.B. No. 1165, H.D.
