Sir:

     Your Committee on Health, to which was referred H.B. No.
1153 entitled: 

     "A BILL FOR AN ACT RELATING TO RETAIL LIQUOR SALES TO
     MINORS,"

begs leave to report as follows:

     The purpose of this measure is to allow persons under
twenty-one years of age to participate in authorized studies or
enforcement of statutory provisions relating to the sale of
liquor to minors.  

     The Department of Health testified in strong support of this
measure which would ensure another means to enforce existing
liquor laws. 

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1153 and recommends that it pass Second Reading and be referred
