Sir:

     Your Committee on Human Services and Housing, to which was
referred H.B. No. 1121 entitled: 

     "A BILL FOR AN ACT RELATING TO THE SUNSET CLAUSE IN ACT 128,
     SESSION LAWS OF HAWAII 1997,"

begs leave to report as follows:

     The purpose of this bill is to make permanent the provision
on Temporary Assistance for Needy Families and food stamp
assistance for individuals convicted of controlled substance
abuse-related felonies, as set forth in Act 128, Session Laws of
Hawaii 1997.

     The Department of Human Services, the Department of Health,
and the Hawaii Substance Abuse Coalition submitted testimony in
support of this measure.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 1121 and recommends that it pass Second Reading and
be referred to the Committee on Judiciary and Hawaiian Affairs.
