Sir:

     Your Committee on Finance, to which was referred H.B. No.
1115, H.D. 2, entitled: 

     "A BILL FOR AN ACT RELATING TO FOSTER BOARDING HOMES,"

begs leave to report as follows:

     The purpose of this bill is to:

     (1)  Reduce the trauma of foster placement by allowing
          foster boarding homes to care for more than five
          children to accommodate sibling groups; and

     (2)  Change the requirement for criminal history checks of
          foster boarding homes by allowing these checks to be
          made biennially instead of annually beginning on the
          third year.

     The Department of Human Services and an individual testified
in support of this bill.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
