Sir:

     Your Committee on Conference on the disagreeing vote of the
House of Representatives to the amendments proposed by the Senate
in H.B. No. 1115, H.D. 2, S.D. 1, entitled:

    "A BILL FOR AN ACT RELATING TO FOSTER BOARDING HOMES,"

having met, and after full and free discussion, has agreed to
recommend and does recommend to the respective Houses the final
passage of this bill in an amended form.

     The purpose of this bill is to improve the quality of foster
care homes by:

     (1) Allowing foster boarding homes to care for six or more
         children to accommodate sibling groups; and

     (2) Requiring criminal history checks of foster boarding
         homes for the first two years of certification and
         annually or biennially thereafter depending on the
         certification status of the home.

     Your Committee on Conference has amended this bill by
making:

     (1) A technical amendment to broaden the definition of
         "criminal history record check" with regard to name
         inquiries into the State Criminal History Record Files;
         and

     (2) Technical, nonsubstantive amendments to the definition
         of "foster boarding home" for style and clarity.

     Your Committee on Conference is in accord with the intent
and purpose of H.B. No. 1115, H.D. 2, S.D. 1, as amended herein,
and recommends that it pass Final Reading in the form attached
hereto as H.B. No. 1115, H.D. 2, S.D. 1, C.D. 1.
