Sir:

     Your Committee on Education, to which was referred H.B. No.
1086 entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to amend the requirement that
fifty percent of each school day be devoted to oral expression,
written composition, and spelling of the English language.

     The Department of Education (DOE) testified in support of
this bill.

     Your Committee finds that the statutory requirement that not
less than fifty per cent of the study and instruction in each
school day be devoted to oral expression, written composition,
and spelling, hampers DOE's ability to provide a varied
instructional program that helps students learn, grow, and
achieve.

     As affirmed by the record of votes of the members of your
Committee on Education that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1086 and recommends that it pass Second Reading and be placed on
