Sir:

     Your Committee on Labor and Public Employment, to which was
referred H.B. No. 1044 entitled: 

     "A BILL FOR AN ACT RELATING TO HEALTH BENEFITS FOR PART-
     TIME, TEMPORARY, AND SEASONAL OR CASUAL EMPLOYEES,"

begs leave to report as follows:

     The purpose of this bill is to authorize medical, hospital,
and surgical benefit plans to part-time, temporary, and seasonal
or casual employees at the expense of employers after July 1,
2000.

     The Department of Budget and Finance submitted testimony in
support of this measure.  The Department of Education (DOE)
supported the measure only if no additional work requirements or
costs are attributed to the DOE to implement the bill.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Labor and Public Employment that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 1044, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as H.B. No. 1044, H.D.
1, and be referred to the Committee on Finance.
