Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1037 entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR THE
     UNCLAIMED PROPERTY PROGRAM,"

begs leave to report as follows:

     The purpose of this bill is to provide an emergency
appropriation to allow the Unclaimed Property Program to pay all
claims made by owners of abandoned property during the current
fiscal year.

     Testimony in support of this bill was received from the
Department of Budget and Finance.

     Your Committee finds that a $1,000,000 emergency
appropriation is necessary to pay claims on a timely basis.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1037 and recommends that it pass Second
