Establishes a two-year statewide task force to evaluate and make recommendations on the State's system responses to cases of child sexual assault and exploitation.  Makes appropriations for the task force.

RELATING TO CERTIFICATION OF CHILD PLACING ORGANIZATIONS, CHILD CARING INSTITUTIONS, FOSTER BOARDING HOMES, AND ADOPTIVE HOMES.

Requires foster and adoptive parents to complete a child abuse and neglect clearance as a condition of approval in accordance with federal law.  (SD1)

RELATING TO HIGHER EDUCATION BOARD ALLOWANCE FOR FORMER FOSTER YOUTH.

Increases the time limit for application for a higher education board allowance from 1 year following high school graduation through the age of 21 years old, to provide former foster youth who are between the ages of 22 and 26 years on July 1, 2007, and already attending an institution of higher education the opportunity to apply for a higher education board allowance within a year.  Increases the maximum age for the benefit from 21 years to 26 years with a maximum benefit length of 60 months.  (SD2)

RELATING TO THE STATE RENT SUPPLEMENT PROGRAM.

Broadens participation in the state rent supplement program by removing the statutory limitation on the subsidy amount and increasing the income limits for participation from fifty per cent of area median income to ninety‑five per cent of area median income.  (SD1)

RELATING TO ASSET BUILDING.

Provides a comprehensive set of asset building opportunities for Hawaii's low- and moderate-income families by establishing a self‑sufficiency standard that will determine the assistance allowance; establishing a refundable state earned income tax credit; providing financial education to TANF applicants and recipients; expanding the provision of individual development accounts; and appropriating funds.  (SD2)

Provides an income tax deduction to an owner occupant of a residential or mixed use condominium constructed before December 31, 1975, for qualifying costs of installation of an automatic fire sprinkler system to serve the entire residential or mixed use condominium, and installed after December 31, 2007; sunsets June 30, 2012.  (SD2)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST NOT-FOR-PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES.
