Prohibits health insurance rates that are excessive, inadequate or unfairly discriminatory.  Requires health care insurers to submit rate filings for approval by the insurance commissioner.  Establishes penalties and appeal procedures.

RELATING TO MARRIAGE AND FAMILY THERAPISTS.

Includes marriage and family therapy among the mental illness and alcohol and drug dependence benefits required within the hospital and medical coverage offered under accident and sickness insurance policies and similar insurance products.

RELATING TO PRESCRIPTION DRUG COST CONTAINMENT AND AFFORDABLE ACCESS.

Creates a Hawaii state pharmacy assistance program by merging the current state pharmacy assistance program which coordinates the medicare part D drug benefit and the Hawaii Rx plus program under a single comprehensive Hawaii state pharmacy assistance program umbrella.

RELATING TO KAHUKU HOSPITAL.

Authorizes the Hawaii health systems corporation to acquire Kahuku hospital on negotiated terms.  Requires the director of health to assume a facilitating role during the transition period.  Makes an appropriation.

RELATING TO PERINATAL CARE.

Appropriates funds for the pilot perinatal clinic within the UH medical school department of obstetrics, gynecology, and women's health to help women with a history of substance abuse.
