RELATING TO MEDICAL REIMBURSEMENT. Amends Medicaid fee schedule law to require an annual adjustment for inflation. Appropriates funds to retroactively adjust for inflation, payments made to fee-for-service providers for fiscal biennium 2005-2007. Changes Medicaid fee schedule to a percentage of the 2006 Medicare fee schedule.

RELATING TO HEALTH. Amends medicaid fee schedule to set the rate of payment at one hundred per cent of the Medicare fee schedule. Appropriates $9,800,000 to retroactively adjust for payments made to fee-for-service providers for fiscal biennium 2005-2007, $17,600,000 for fiscal biennium 2007-2009 to increase the Medicaid fee schedule, and $8,000,000 for the state portion of the Medicaid federal disproportionate share hospital allowance.

RELATING TO ADULT PROTECTION. Expands the adult protective services law by extending protections to vulnerable adults. Enables the Department of Human Services to investigate and the court to have jurisdiction when reason exists to believe that a vulnerable adult has been abused or is threatened with imminent abuse. Effective July 1, 2112.

RELATING TO HEALTH CARE FACILITIES. Increases authorization for special purpose revenue bonds under Act 296, SLH 1999. Extends repeal date of SPRBs for Honolulu Neighborhood Housing Services from 6/30/08 to 6/30/2011.

RELATING TO HOUSING. Clarifies certain amendments to the repealed Chapter 201G, Hawaii Revised Statutes (HRS), that were intended to relate to the Hawaii Housing Finance and Development Corporation and the programs it administers, by making those amendments to the new Chapter 201H, HRS.
