RELATING TO EDUCATION. Expands the scope of the Agriculture Education Program in the public schools and establishes the Agricultural and Culinary Education Program to develop a qualified workforce for the agriculture, culinary arts, and related industries, teach students healthy eating habits, and address Hawaii's long-term food sustainability needs.

RELATING TO EDUCATION. Establishes and appropriates funds for an educational workforce working group under DBEDT, to examine and address issues workforce and workforce-related education issues. Requires DOE to include in its strategic plan, plans for workforce-related needs. Requires UH to submit a report to the Legislature on its workforce development efforts. Appropriates funds for positions to assist DOE with its workforce development efforts. Transfers Workforce Development Council from DLIR to DBEDT.

RELATING TO EDUCATIONAL ASSISTANTS. Requires the department of education to report to the legislature on class levels and other career ladder enhancements, the number of affected individuals, and the cost impact of implementing a career ladder for educational assistants. Appropriates funds to the department of education for an educational assistants' career ladder program.

RELATING TO EDUCATION. Repeals the transfer of the public health nurses who supervise school health aides from the department of health to the department of education; establishes the school health services program in chapter 302A, HRS; repeals the school health services program in chapter 321, HRS.

RELATING TO EDUCATION. Clarifies the role of BOE in policymaking for charter schools. Expands the duties of the Charter School Review Panel. Changes the membership of the Panel. Authorizes local school boards to enter into long-term lease agreements. Clarifies how the executive director of the Charter School Administrative Office is appointed and evaluated. Makes CSAO, rather than BOE, responsible for the staff and resources for the Panel. Requires CSAO to include in its annual budget request a per-pupil amount to start-up charter schools for facilities-related costs. Updates the charter school funding mechanism. Appropriates funds to CSAO for its annual budget requests.
