RELATING TO EDUCATION.

Clarifies the role of BOE in policymaking for charter schools.  Expands the duties of the Charter School Review Panel.  Changes the membership of the Panel.  Makes the Charter School Administrative Office, rather than BOE, responsible for the staff and resources of the Panel.  Clarifies how the executive director of the Charter School Administrative Office is appointed and evaluated.  Ensures that funding allocations to the charter schools are based on the most recent department of education budget base.
