Extends the life of the joint legislative committee on family caregiving to 6/30/08.  Expands the focus of the committee to explore a paid family leave program.  Provides a broader definition for "family caregiver."

Provides a tax credit to taxpayer caregivers who care for qualified care recipients.

RELATING TO CHILDREN'S HEALTH CARE.

Creates a three-year pilot program in which the Department of Human Services pays half of the premiums for the health care provided by a managed care plan to uninsured children who are thirty-one days to eighteen years old and are ineligible for other state or federal health care coverage; Sunsets June 30, 2010.  Provides children, of families whose income is at or below three hundred per cent of the federal poverty level, access to medical care free of charge by expanding the State's QUEST-Net eligibility requirements.  Established the Hawaii Infant Care special fund to provide health care services to infants from birth to thirty-one days of age through a dollar-for-dollar matching-funds, public-private partnership established by the Department of Health.

RELATING TO THE HOSPITAL AND MEDICAL FACILITIES SPECIAL FUND.

Renames the special fund to reflect the current name of the Office of Health Care Assurance (OHCA).  Requires that all moneys collected by OHCA in the form of fees and fines be deposited into this account.  Allows the moneys deposited into the special fund to be used to offset OHCA's operational expenses.

RELATING TO CERTIFICATES OF NEED.

Restructures the certificate of need (CON) requirements to: (1) reverse the order that the county and State councils hold hearings and make recommendations on CON applications and provide that, where the recommendation of the State council and the county council conflict, the ("SHPDA") Administrator shall give greater weight to the recommendation of the county council; (2) require that a hearing on a request for reconsideration from the denial of a CON be held on the island where the proposed medical facility is to be built or the medical activity is to occur; and (3) specify and narrow the types of medical facilities and medical activities that require a CON.  Establishes a temporary blue ribbon panel to study the certificate of need process in other states and recommend changes or the abolishment of Hawaii's certificate of need process.

RELATING TO KAHUKU HOSPITAL.

Requires the Hawaii health systems corporation to acquire Kahuku hospital on negotiated terms.  Requires the director of health to assume a facilitating role during the transition period.
