RELATING TO ENERGY RESOURCES.

Requires the installation of solar energy or comparable renewable energy devices to heat water in residential properties, beginning January 1, 2009.  Increases limits for renewable energy income tax credit to systems installed and placed in service, in single family and multi-family residential properties.  (SD2

RELATING TO EDUCATIONAL ASSISTANTS.

Requires the department of education to report to the legislature on class levels and other career ladder enhancements, the number of affected individuals, and the cost impact of implementing a career ladder for educational assistants.  Appropriates funds to the department of education for an educational assistants' career ladder program.  (SD1)

RELATING TO PHOTOVOLTAIC ENERGY.

RELATING TO THE ENVIRONMENT.

Requires the preparation of an environmental impact statement for harbor improvements for the Hawaii superferry.  Requires the department of transportation to implement all mitigative measures contained in the environmental impact statement, including amending the operating agreement with Hawaii superferry.  Directs the department of transportation to assess the Hawaii superferry for the costs of the environmental impact statement.  (SD1)

RELATING TO GREENHOUSE GAS EMISSIONS.

Requires the department of health to adopt reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance.  Requires adoption of a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020.  Requires the adoption of rules to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions.  Authorizes the adoption of market-based compliance mechanisms.  (SD1)

RELATING TO PUBLIC LANDS.

Establishes two new funds; authorizes the department of land and natural resources to transfer leases at Maunalaha, Oahu, in the event of damage due to adverse acts of nature that occurred between January 1, and April 1, 2006; appropriates unspecified amount for lease transfer costs; appropriates unspecified amount to infrastructure fund; requires report to 2008 legislature.  (SD1)

Reiterates the legislature's intent that appropriation transfers or changes between programs and agencies be made only pursuant to legislative authorization.

Requires the governor to submit quarterly and semiannual updates of the two-year budget and financial plan to the legislature.
