RELATING TO EMPLOYMENT SECURITY.

Provides temporary tax relief to employers by lowering the maximum taxable wage base for calendar years 2008 and 2009.  Increases unemployment benefits for eligible individuals.  Excludes the payment of benefits to individuals terminated from employment for wilful or wanton misconduct.

RELATING TO CAMPAIGN SPENDING.

Increases amount that may be spent per voter for state and county elections. (SD1)

RELATING TO PETROLEUM INDUSTRY MONITORING.

Clarifies and strengthens the public utilities commission's authority under the petroleum industry information and reporting act.  Appropriates funds for the petroleum industry monitoring, analysis, and reporting special fund for staffing positions to carry out the purpose of the fund.  (SD1)

RELATING TO SCRAP DEALERS.

Requires scrap dealers to include a thumbprint of all persons redeeming copper in the required identification statement.  Establishes a copper redemption database.  Makes appropriations.  (SD1)

ESTABLISHING A COMMISSION TO PLAN FOR THE FIFTIETH ANNIVERSARY OF HAWAII STATEHOOD.

Establishes a commission to plan and coordinate the celebration of the fiftieth anniversary of Hawaii's admission to statehood.  Makes appropriation.  (SD1)

RELATING TO THE COMMISSION TO REVIEW STATE GOVERNMENT OPERATIONS.

Creates the commission on review of state government operations to improve efficiency and effectiveness.  (SD1)

RELATING TO DISASTER PREPAREDNESS.

Appropriates moneys to the department of defense to equip emergency shelters in order to support special needs populations.

RELATING TO CIVIL DEFENSE.

Authorizes general obligations bonds to fund the installation of additional sirens to the state civil defense warning system and allows the governor to order the release of up to ten per cent of moneys appropriated from interest earnings in the emergency and budget reserve fund to provide assistance after a natural disaster.  Appropriates funds for emergency supply caches, the state civil defense major disaster fund, the non-declared disaster activation and response, and funds for the Ethnic Education Foundation of Hawaii to assist them in disseminating information in the event of a disaster.  (SD1)

RELATING TO SCHOOL IMPACT FEES.

Establishes a new part for determining school impact fees for financing new or expanding existing department of education schools or facilities by requiring each school impact district to determine the appropriate student generation rates for the area.  (SD1)

RELATING TO EDUCATION.

Establishes an agricultural and culinary education pilot program to encourage farming, diversified agriculture, and related industries as long-term career goals, teach students healthy eating habits, and address Hawaii's long-term food sustainability needs.  Sunsets in 2012.  Establishes a comprehensive vocational agriculture and landscape education program in the public schools.  Makes appropriations.  (SD1)

RELATING TO EDUCATION.

Appropriates funds for students meeting specific criteria outside of weighted student formula allocations.  Allows complex area superintendents to allocate resources within the complex areas.  Appropriates moneys for the allocation of resources among the schools within the complex area superintendent's jurisdiction; provided that funds shall be provided at a rate of $30 per student.  (SD1)

RELATING TO EDUCATION.

Appropriates funds to the Hawaii educational policy center to work with the department of education and other educational research organizations to develop alternative assessment tools, including a comprehensive "growth model".  (SD1)
