Requires the department of education to develop procedures for obtaining the criminal history of persons who are seeking to serve as providers or subcontractors and trainees from an institution of higher education.  Allows the department to pass on fees charged by the Hawaii criminal justice data center.  Repeals the authority of the department to refuse to issue or to revoke a teaching or other educational certificate.  Makes appropriation.  (SD1)

Appropriates $4,000,000 to the department of education for science textbooks and other teaching resources for school complex areas with an established K-12 articulated science curriculum and appropriates $750,000 to the department of education to assist teachers in conducting assessments and addressing student weaknesses and needs.  (SD1)

Appropriates $50,000 for each year of the fiscal biennium to the University of Hawaii scholarship and assistance special fund for scholarships to students in underrepresented populations in higher education for tuition at the University of Hawaii to participate in the running start college preparatory program and ensures credit for both high school and college degrees is granted for courses taken while in the program.  (SD1)

Establishes an educational workforce working group to report to the legislature and appropriates funds therefor.  Requires the department of education to create a five-year plan to ensure optimal use of technology for administration, data collection, and data sharing related to educational and workforce needs, and to create personalized student learning plans that will have a direct link to economic and workforce needs.  Requires the university to report on current workforce development programs and plans for current and future workforce demands.  Appropriates funds for workforce development liaisons and support staff.  (SD1)
