RELATING TO SALARY PAYMENTS.

Eliminates the need for the Governor to physically sign paychecks.

MAKING AN EMERGENCY APPROPRIATION FOR ELECTRICITY PAYMENTS STATEWIDE.

Makes and emergency appropriation for fiscal year 2006-2007 to cover statewide budgetary shortfalls in electricity payments for facilities assigned to DAGS.

MAKING AN EMERGENCY APPROPRIATION FOR RISK MANAGEMENT.

Makes emergency appropriations of $800,000 in general funds to the State Risk Management Revolving Fund for fiscal year 2006-2007.  Increases the State Risk Management revolving fund spending ceiling $3,000,000. And increases by $2.93 million the special fund department's/agency's ceilings in fiscal year 2006-2007.

RELATING TO SPECIAL PURPOSE REVENUE BONDS.

Allow B&F to assess fees for the administration of special purpose revenue bonds issued.

RELATING TO MANAGEMENT OF FINANCING AGREEMENTS.

Allow B&F and other departments and participating agencies to enter directly into financing agreements to finance the construction of facilities and the leasing or purchase of equipment

RELATING TO THE OFFICE OF THE AUDITOR.

Increases the salary of the first deputy or first assistant to the auditor from not more than 87% to 92% of the auditor's salary.

RELATING TO LEGISLATIVE SERVICE AGENCIES.

Increases salaries of deputies and first assistants of legislative service agencies from not more than 87% to 92% of the salary of each agency's director.

RELATING TO DISHONORED PAYMENTS.

Increases and standardizes the service charge assessed and collected against dishonored checks and other payments received by the State.  Authorizes enforcement by bonded collection agency.  Repeals interest on service charge.
