RELATING TO THE OFFICE OF PLANNING.

Clarifies the advise and consent process for the director of office of planning to submit to the advise and consent of the senate.

RELATING TO LAND ACQUISITIONS.

Permits the board of land and natural resources to appraise land having value as a resource to the State before acquiring the land.  Requires the board to submit the appraisal to the attorney general for review and approval.

MAKING AN APPROPRIATION FOR A COMMUNITY CENTER.

Appropriates $500,000 for the Papakolea community development corporation to operate its community center.

RELATING TO DIAMOND HEAD STATE MONUMENT.

Requires the Department of Land and Natural Resources to stop its current practice of imposing admission or entrance fees to Diamond Head State Monument.  Prohibits the Board of Land and Natural Resources from charging admission or entrance fees to Diamond Head State Monument.

RELATING TO EMINENT DOMAIN.

Requires plaintiff to offer to resell property to defendant for current appraised value or condemnation price plus and cost of environmental remediation or cleanup or other improvements if property taken in eminent domain is not used for the purpose for which it was condemned.

RELATING TO STATE PLANNING.

To update and clarify the office of planning's role in maintaining and coordinating a statewide enterprise geographic information system (GIS) which serves as a multi-agency resource and in utilizing and integrating various forms of information, including geospatial data, to support the office's statewide planning functions.  In addition, to appropriate funds to support the implementation of a GIS software enterprise license agreement and to establish a special fund to help support the operation and maintenance of the statewide planning and geographic information system.

Sets up a process for determining when land use classifications should be rescinded because they have not been exercised.

RELATING TO OCEAN RESOURCES.

Authorizes administrative inspections of bags and containers used to carry aquatic life, or vehicles or conveyances to transport aquatic life; repeals the probable cause requirement; directs the department of land and natural resources to create an administrative search scheme.
