The purpose of this informational briefing is to receive presentations from Figg Engineering and the Department of Transportation.

                                                              The American Society of Civil Engineers (ASCE) estimates that "47

                                                              percent of Hawaii's bridges are structurally deficient or functionally obsolete."                                                                http://www.asce.org/files/pdf/reportcard/statesfifactsheets.pdf.  Further, existing or              planned bridges traverse rough terrain and are along key evacuation routes.  Figg               Engineering expertise provides ideas and perspectives for bridges in Hawaii.

                                                              Pursuant to Act 70, SLH 2006, the deadline for the establishment of Flexible             Highway Design guidelines (also known as Context Sensitive Solutions or CSS) was          revised to December 31, 2006.  The Department prepared guidelines for CSS and adopted                         guidelines effective December 4, 2006.  The report to the Legislature has been posted on      the Department's website at http://www.hawaii.gov/dot/about.htm.  Interim Director   Fukunaga reports on the status of the CSS.
