RELATING TO TAXATION.

Exempts from general excise and use taxes the fuel sold from a foreign-trade zone for intrastate air transportation by common carriers.

RELATING TO TRANSFERS FROM THE GENERAL FUND TO THE STATE HIGHWAY FUND.

Transfers $36.4 million from the general fund to the State Highway Fund in each of the FY 2007-2008 and  2008-2009.

RELATING TO TRAFFIC CONTROL.

Appropriates funds for the design of a Maui traffic control center.

RELATING TO TRAFFIC SAFETY.

Establishes a traffic school under the state highway safety council.  Allows any person who receives a citation for a moving violation, instead of a fine, to attend state traffic school and have any record of the moving violation excluded from the person's driving record; provided that the violation did not involve DUI or death or serious bodily injury or occur within 24 months of a prior violation dismissed under this section.

Requires helmet use by all moped drivers.

RELATING TO FIRE PROTECTION.

Makes amendments to clarify the fire protection responsibilities of the State as it relates to state-owned airport facilities.

RELATING TO HIGHWAY SAFETY.

Establishes the photo red light imaging systems program.  Authorizes counties to administer the program.

RELATING TO THE TRANSFER OF JURISDICTION OVER HIGHWAYS TO THE COUNTIES.

Creates a county highways task force to oversee transfer to counties.  Transfers all state highways functions and funding to the counties over a five-year period.  Gives each county jurisdiction over all state highways in that county.

RELATING TO TRANSPORTATION.

Requires the department of transportation, to the extent practicable, to comply with county outdoor lighting ordinances at airports, harbors, and highways.

RELATING TO HIGHWAY SAFETY.

Requires the State, counties, and contractors performing work on a public highway to post signs warning motorists of steel plates placed in the roadway.

SB 1046

RELATING TO FEES FOR WINDSHIELD PLACARDS FOR PERSONS WITH DISABILITIES.

Requires the counties to deposit all fees for temporary and replacement disabled parking placards into the general fund.
