Allows the finder of fact in a civil action to consider the plaintiff's failure to use a seat belt or helmet as evidence of comparative negligence.

Requires the department of transportation to include biofuel storage and transmission structures in all harbor improvement master plans.  (SD1)

Permits drivers who are at least eighteen years of age to drive commercially.

RELATING TO AIRCRAFT NOISE.

Requires the department of transportation to monitor noise levels from airport operations, establish an aircraft noise abatement master plan, and maintain a 24-hour noise complaint hot line and website.  Establishes advisory committee.
