RELATING TO THE ENVIRONMENT.

Requires an environmental assessment for harbor improvements using public moneys; clarifies that traffic congestion is to be considered in an environmental impact statement process; requires the preparation of an environmental impact statement for the Hawaii superferry project; requires work to cease on Hawaii superferry until an environmental impact statement is accepted; makes appropriation to department of transportation to prepare an environmental impact statement.

RELATING TO TAX.

Repeals general excise tax on gasoline.  Increases fuel tax at 1-cent per gallon.

RELATING TO INVASIVE SPECIES FUNDING.

Earmarks a portion of the airport landing fee and the harbor port entry, dockage, and wharfage fees for invasive species control and prevention.

RELATING TO ENERGY.

Allows biofuel processing facilities to be a permitted use in an agriculture district.  Establishes an energy feedstock program to develop a baseline percentage of energy feedstock to be grown in the State.  Establishes a baseline price for the purchase of ethanol from an ethanol production facility.  Requires all rental cars purchased after 1/1/08 to be flexible or alternative fuel vehicles.  Requires the department of transportation to include biofuel storage and transmission infrastructure in all harbor improvement plans.

MAKING AN APPROPRIATION FOR A STUDY ON ENERGY EFFICIENT TRANSPORTATION STRATEGIES.

Makes appropriation to the University of Hawaii, Hawaii energy policy forum, to study energy efficient transportation strategies.

RELATING TO INTERNATIONAL TRADE AGREEMENT.

Prohibits state officials from binding the State to government procurement rules of an international trade agreement without legislative action.

MAKING AN APPROPRIATION FOR A STATE-OWNED AIRCRAFT.

Appropriates $1,900,000 for the department of transportation to purchase a state-owned aircraft to be used in the conduct of state business.  Requires the department to adopt rules concerning the use and maintenance of the aircraft.

RELATING TO MOTOR VEHICLE INSURANCE.

Requires stickers on motor vehicles as proof of effective no-fault insurance policy.

SB 1982

RELATING TO DRIVER'S LICENSE.

Repeals the option to impose a 30-day prison term as a penalty for driving without a license for drivers whose license to operate mopeds, motor scooters, motorcycles, passenger cars, and trucks or vans having a gross vehicle weight rating of 15,000 pounds or less expired within the 90 days preceding the violation.

SB 1273

RELATING TO MOTOR VEHICLE ALARM SYSTEMS.

Prohibits motor vehicle alarm manufacturers from causing to be sold in the State alarm systems that cannot electronically notify the motor vehicle owner that the alarm is being activated.  Prohibits motor vehicle owners from operating a vehicle that lacks electronic notification capability.  Subjects violators to traffic code penalties.

SB 1513

RELATING TO MOTOR VEHICLES.

Changes the minimum headlamp height requirement from 24 inches to 22 inches.  Deletes the requirement that a license plate be attached no lower than 12" above the ground.
