Establishes a veterans' home account and veterans' gift account to be administered by the Hawaii health systems corporation for the state veterans' home in Hilo.  Also requires accounts to comply with reporting requirements for non-general fund information.

Establishes a permanent clerk typist II position in the office of veterans' services on Oahu.  Appropriates $33,230 in FY 2007-2008 and FY 2008-2009.

RELATING TO VETERAN BURIAL GRANTS.

Requires the office of veterans' services, at the request of a survivor or interested party of a deceased Filipino veteran who joined the New Filipino Scouts between October 6, 1945, and June 30, 1947, to make payment directly to a mortuary or crematory for funeral and burial services, and to transport the veteran's remains to the Philippines upon submission of an unpaid invoice.  Appropriates moneys.

RELATING TO MILITARY AFFAIRS.

Appropriates funds for the maintenance of veterans cemeteries statewide, including the purchase of casket liners to help remedy the soil problems at veterans cemeteries.

Also appropriates funds for emergency assistance.

Ensures an adequate supply of licensed contractors available to perform necessary repairs and reconstruction work during a state of emergency or disaster.

MAKING AN EMERGENCY APPROPRIATION FOR NATURAL DISASTERS.

Makes emergency appropriations of $900,000 in general funds to DOD for FY 2006-2007 to cover operational expenses associated with the October 15, 2006, Kiholo Bay earthquake disaster recover efforts in the counties of Hawaii, Maui, Kauai, and the City and County of Honolulu.  Makes emergency appropriations of $24,000,000 to cover the 25% non-federal cost share for earthquake disaster recovery projects made eligible under Public Assistance program, for emergency watershed protection projects under the Natural Resources Conservative Service, upgrading State and county warning systems, repairing and improving irrigation water systems and repairing public school facilities, hospitals, and healthcare facilities.  Funds will also be used for structural and non-structural earthquake mitigation projects.

Establishes a 5% income tax credit for Hawaii employers that hire state residents who are members of the national guard.  Establishes that the maximum tax credit per national guard/employee shall be $1,000.
