RELATING TO BAIL.

Creates a licensing requirement for bail bond agents.  Requires the director of commerce and consumer affairs to adopt rules for the process and procedure of obtaining a bail bond agent license.  Prohibits certain acts by bail bond agents.  Provides for civil and criminal penalties for violations by bail bond agents.  Requires the director of commerce and consumer affairs to adopt rules regulating compensated sureties. RELATING TO SUBSTANCE ABUSE.

Amends definition of "substance abuse on-site screening test" to include tests used for forensic testing as a workplace testing device.  Requires that substance abuse testing be conducted according to the manufacturer's package insert, as an alternative to the Food and Drug Administration insert if there is no FDA insert.  Eliminates the use of tests for pre-employment screening.  Allows for the use of confirmatory test if forensic test result is positive.  (SB1636 HD2)

RELATING TO SCRAP DEALERS.

Requires scrap dealers to include a thumbprint of all persons redeeming copper in the required identification statement.  Requires scrap dealers to maintain record of transactions in copper and immediately email or fax it to police.  (SD2)

RELATING TO ADMINISTRATIVE LICENSE REVOCATION.

Permits driver whose license has been administratively revoked for life to seek reinstatement of the license after 10 years have passed since the lifetime revocation.  Requires driver to have had no arrests or convictions for driving while license revoked and be free from dependency or abuse of alcohol and drugs. Effective July 1, 2112(SB946 HD1)

RELATING TO FINANCIAL ABUSE.

Requires financial institutions to report suspected instances of financial abuse directed towards, targeting, or committed against an elder to a local law enforcement agency or the department of human services.  (SB1400 HD1)

RELATING TO LIABILITY.

Makes permanent the temporary liability protection of state and county governments for public use of certain public beach parks and the acts or omissions of lifeguards. (SB1603 HD1)

Creates a new offense of aggravated cruelty to pet animals.  Provides penalties.
