RELATING TO CLAIMS AGAINST THE STATE. Makes an appropriation to the department of education to settle pending class action lawsuits brought by part-time and substitute teachers against the department of education of unpaid wages.

RELATING TO JURORS AND PROSPECTIVE JURORS. Updates and clarifies definitions. Streamlines and affords greater flexibility to the courts to determine the most efficient and effective procedures for selecting, qualifying, summoning, managing, and compensating prospective jurors and jurors. Repeals obsolete provisions.

RELATING TO FAMILY COURT. Increases fees for court-appointed counsel and guardians ad litem in family court cases. Requires the judiciary to provide the department of budget and finance with fees‑related information, so that the department can approve the necessary vouchers. Appropriates funds.

RELATING TO COURT INTERPRETERS. Provides court interpreters whose presence is requested by the court the same exemption from prosecution for expired meter parking violations that is provided to other witnesses summoned or subpoenaed by the court.

RELATING TO THE PERFECTION OF APPEALS TO THE TAX APPEAL COURT. Clarifies that an appeal by a taxpayer to the Tax Appeal Court from a board of review decision, or the decision of an equivalent county administrative body, must be served on the Director of Taxation or county clerk within 30 days of the date of the final assessment to properly confer jurisdiction over the appeal.

RELATING TO ACTIONS FOR FALSE CLAIMS TO THE STATE. Provides a cause of action for private persons who suffer retribution from employers for whistleblower activities related to the state false claims act.

Permits agencies to withhold individuals' social security numbers and home addresses before publicly disclosing, upon request, information concerning contract hires and consultants employed by agencies, and certified payroll records on public works contracts.
