Expands the crimes of endangering the welfare of a minor in the first and second degrees to include situations in which an adult causes or permits a minor to inject, ingest, or inhale a controlled substance that was not prescribed by a physician. RELATING TO PEDESTRIANS' RIGHT OF WAY. Clarifies a driver's duty to stop for a pedestrian in a crosswalk. Imposes fines for drivers and pedestrians who fail to comply with the crosswalk law based on the number of previous infractions of the same offense. (SD1)
