Requires the governor, in filling vacancies in the state senate, state house of representatives, and United States Senate, to select from a list of three prospective appointees nominated by the political party of the prior incumbent; requires prospective appointees to be registered members of nominating political parties at the time of submission of their names to the governor; effective on approval.

Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. In addition testimony may be emailed to the Public Access room at testimony@capitol.hawaii.gov. When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
