SB 1972

MAKING AN EMERGENCY APPROPRIATION FOR THE JUDICIARY.

Appropriates emergency funds to determine and repair earthquake‑related damage to Honolulu district court.

The Committee will re-consider its vote on the following measure previously heard on Tuesday, February 13, 2007:

 

SB 1377

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows payment of interest to Noncontributory members who have ERS deductions erroneously made from their compensation.  Excludes a "foster child" from being eligible for ERS death benefits if the member dies in service.  Allows the ERS Board to set the Chief Investment Officer's salary.  Requires excess contributions to be refunded upon retirement, termination or death for judges, legislative officers and elected officials if their retirement allowance exceeds the statutory cap of 75%.  Clarifies that Hybrid Plan member contributions that are picked up by the employer are subject to the annual federal income tax limits.  Allows post retirement allowances to be paid to beneficiaries who select a monthly annuity instead of the lump sum balance or other clarifying or conforming revisions.

SB 966

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 1, OF THE HAWAII CONSTITUTION, TO CHANGE THE AGE QUALIFICATION FOR THE OFFICES OF GOVERNOR AND LIEUTENANT GOVERNOR FROM THE AGE OF THIRTY YEARS TO THE AGE OF TWENTY‑FIVE YEARS.

Amends the constitution to change the age qualification for the offices of governor and lieutenant governor from the age of thirty years to the age of twenty‑five years.

RELATING TO GRAFFITI.

Requires minors who commit graffiti to remove their graffiti from the affected property and to perform community service to remove graffiti from other properties.  Creates a new penalty for property damage that involves graffiti by requiring the defendant to remove their graffiti from the affected property and to perform community service to remove graffiti from other properties.

RELATING TO CRIMINAL PROPERTY DAMAGE.

Mandates certain penalties, including graffiti eradication, for persons convicted of aggravated criminal property damage.  Holds persons legally accountable for a minor liable for aggravated criminal property damage committed by the minor.

RELATING TO GRAFFITI.

Increases penalties for graffiti.
