This joint informational briefing will outline the impact of the Real ID Act of 2005, which establishes certain standards, procedures, and requirements for state-issued driver's licenses and identification cards. The Real ID Act of 2005 requires states to meet federal ID standards and overhaul their motor vehicle departments by May 2008. This unfunded mandate will cost the states an estimated $11 billion dollars in costs, time, and statutory and regulatory obstacles.

Ms. Ramsdell will provide an overview of the Real ID Act and its draft regulations, discuss the costs of implementation, recommendations for change, and the latest on congressional and state activity.
