RELATING TO PREGNANT WOMEN.

Establishes the pregnant women special fund for the purpose of accepting funds to be used to collected data on abortion services, create a program for domestic violence against pregnant women, public education programs, education services for new mothers and mothers-to-be, and equipment.  Requires health practitioners licensed in the State providing prenatal care to counsel patients regarding HIV and prenatally diagnosed conditions.

RELATING TO MINORS.

Allows a minor who is not under the care, supervision, or control of a parent, custodian, or legal guardian to consent to the provision of primary medical care and services.

RELATING TO DISCLOSURE OF VITAL STATISTICS RECORDS TO LAW ENFORCEMENT OFFICERS.

Adds law enforcement officers to those who are considered to have a direct and tangible interest in public health statistic records.

RELATING TO THE REVIEW OF HOSPITAL ACQUISITIONS BY THE ATTORNEY GENERAL.

Clarifies that the deadline for the AG to review and either approve or disapprove an application for the acquisition of a hospital is 90 days after the submission of a complete application.

RELATING TO SENTENCING.

Restores a statutory provision which allows presentence mental or medical examinations of defendants for purposes of sentencing.

RELATING TO PRIVACY OF HEALTH CARE INFORMATION.

Promotes privacy of health care information in civil, criminal, and administrative proceedings by providing for protective orders

RELATING TO MENTAL HEALTH.

Provides an exception to the confidentiality of mental health records and allows disclosure if it is made by the person's healthcare provider to another health care provider for the purpose of continued care or treatment.

RELATING TO SMOKING.

Establishes a Class 15, smoking establishment dispensers' license under the liquor law and allows smoking in the enclosed premises of establishments issued a Class 15 license.  Exempts class 15 from restricted smoking areas.

RELATING TO CHAPTER 460, HAWAII REVISED STATUTES, OSTEOPATHY.

Makes the application requirements for doctors of osteopathy consistent with those for doctors of medicine.  Clarifies the osteopathic residency program, and allows the board to accept national osteopathic exams. Makes the requirements for a limited and temporary DO license consistent with that for a limited and temporary MD License.

RELATING TO HEALTH.

Permits a radiologist licensed to practice in another state to provide radiology services by telemedicine while in Hawaii to a patient who is located in the state by which the radiologist is licensed to practice radiology.

Creates new chapter establishing hypnotherapy as a qualified, licensed practice in the State.

RELATING TO GENETIC COUNSELORS.

Establishes a licensure program for genetic counselors.

RELATING TO HEALTH.

Creates Hawaii health authority to develop a comprehensive plan to provide universal health care in Hawaii.  Appropriates $     for FY 2007-2008 and FY 2008-2009.  Report to 2009 regular session of the legislature.
