Appropriates funds to continue the maintenance and operation of developmental disabilities domiciliary homes and developmental disabilities apartment complexes.

RELATING TO TAXATION.

Appropriates moneys to Aloha United Way to coordinate and administer the family economic self sufficiency program which focuses primarily on increasing individual filing and state revenue from the federal earned income tax credit under the direction of the department of labor and industrial relations, office of community services.

MAKING AN APPROPRIATION FOR EMERGENCY DOMESTIC VIOLENCE SHELTERS.

Makes appropriation for emergency domestic violence shelters.

RELATING TO HEALTH CARE FACILITIES.

Increases authorization for special purpose revenue bonds under Act 296, SLH 1999.  Extends repeal date of SPRB for Honolulu Neighborhood Housing Services from 6/30/08 to 6/30/2011.

RELATING TO HEALTH.

Amends Medicaid fee schedule law to require an annual adjustment for inflation.  Appropriates funds to retroactively adjust for inflation, payments made to fee-for-service providers for fiscal year 2001-2002 and bienniums 2002-2005 and 2005-2007.  Changes Medicaid fee schedule to 100% of the 2006 Medicare fee schedule.

RELATING TO PRESCRIPTION DRUGS.

Provides equal access to immunosuppressant medication for Medicaid patients with HIV, AIDS, or Hepatitis C, or who require immunosuppressives due to organ transplants, regardless of whether they are in the Medicaid fee for service or QUEST programs.

RELATING TO QUEST ENROLLMENT.

Eliminates cap on enrollment in the QUEST program and make eligible anyone at or below 300 per cent the federal poverty level.  Directs the Department of Human Services to apply for an amendment of the state waiver from the Centers for Medicare and Medicaid Services.  Appropriates funds.

RELATING TO TEMPORARY ASSISTANCE FOR NEEDY FAMILIES.

Appropriates $     for FY 2007-2008 and $     for FY2008-2009 for the bridge to hope program to accommodate new federal temporary assistance for needy families program recipient-students to enable them to pursue education activities beyond the new two-year federal limit.

RELATING TO ENTERPRISE ZONES.

Defines long-term care facilities and includes care in such facilities as part of a "service business" that may qualify for beneficial treatment within an enterprise zone.

Exempts recipients of social service payments from the scope of employment related laws.

RELATING TO HUMAN SERVICES.

Clarifies status of attendant care and day care services to labor statutes.
