MAKING AN APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES

Appropriates funds to the department of human services to expand their QUEST and Medicaid programs to provide periodontal care to pregnant women.  Limits benefits to $500 per person per year.

RELATING TO MENTAL HEALTH

Increases the reimbursement rate for Medicaid and QUEST psychiatric services according to county population; appropriates funds for the reimbursement rate increase.

Appropriates funds for staffing of state commission on fatherhood.

RELATING TO THE COMMISSION ON FATHERHOOD

Makes the state commission on fatherhood permanent by repealing the sunset date on the law that established it.

RELATING TO PUBLIC HOUSING

Allows a person previously evicted from a public housing to appeal the eviction under certain conditions; provided that the appeal is at least 10 years following the eviction.

RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS

Repeals 5 year limitation on direct state funding to fiduciary organizations.  Requires State to provide technical and administrative assistance to fiduciary organizations.  Allows qualified expenditures for auto purchases.  Raises the limit fiduciary organizations may use to cover administrative costs.  Allows State to utilize federal funds for matching funds.  Makes appropriation to department of human services for fiduciary organizations.

Precludes a charge of manslaughter against a medical caregiver whose patient dies while receiving palliative care.

Appropriates funds for a coordinator and operating expenses to support a statewide self-advocacy network for individuals with development disabilities.

Appropriates $10,000,000, for the 2007-2008 fiscal year to the Hawaii public housing authority to repair and modernize vacant units in federal and state public housing projects.

Appropriates funds to continue the maintenance and operation of developmental disabilities domiciliary homes and developmental disabilities apartment complexes.

RELATING TO FAMILY COURT

Creates a Citizen's Family Law Advisory Committee to be placed, for administrative purposes, in the Judiciary.

RELATING TO DOMESTIC ABUSE

Requires the department of human services to provide a written report to the court and the parties two days prior to a hearing in a case where there are allegations of domestic abuse.

Persons wishing to testify should submit 30 copies of their testimony to the committee clerk, Room 226, State Capitol, 24 hours prior to the hearing.  Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.
