RELATING TO MENTAL HEALTH COUNSELORS.

Amends the mental health counselor licensure application date to include counselors who have completed or are in the process of completing the requirements for licensure before July 1, 2007.  Makes the regulation of mental health counselors permanent by repealing its sunset date in section 26H-4, HRS.  (SD3)

Restores a statutory provision which allows presentence mental or medical examinations of defendants for purposes of sentencing.

RELATING TO THE HOSPITAL AND MEDICAL FACILITIES SPECIAL FUND.

Renames the special fund to reflect the current name of the Office of Health Care Assurance (OHCA).  Requires that all moneys collected by OHCA in the form of fees and fines be deposited into this account.  Allows the moneys deposited into the special fund to be used to offset OHCA's operational expenses.

Provides an exception to the confidentiality of mental health records and allows disclosure if it is made by the person's healthcare provider to another health care provider for the purpose of continued care or treatment.

RELATING TO HEALTH INSURANCE.

Enables small insurers that occupy less than ten per cent of the health insurance market to provide the broadest healthcare coverage at the lowest possible rates by permitting different types of insurance to be combined into a single unified policy; encourages broader coverage of sole proprietors and other employer groups with only one employee.  (SD1)
