Provides equal access to immunosuppressant medication for medicaid patients with HIV, AIDS, or Hepatitis C, or who require immunosuppressives due to organ transplants, regardless of whether they are in the medicaid fee for service or QUEST programs.  (SD1)

RELATING TO HEALTH.

Amends medicaid fee schedule to require annual inflation adjustment.  Appropriates $     to retroactively adjust for payments made to fee-for-service providers for FY 2001-2002 and the FY 2003-2005 and FY 2005-2007.  Changes medicaid fee schedule to 100% of the 2006 medicare fee schedule and appropriates $     .  Effective 7/1/2015.  (SD2)

RELATING TO MEDICAL REIMBURSEMENT.

Requires health care plans to reimburse health care providers 100% of the medicaid or medicare reimbursement rate in effect for the current year and updated for each calendar year thereafter.  Appropriates $      .  (SD2)

RELATING TO PERINATAL CARE.

Appropriates funds for the pilot perinatal clinic within the UH medical school department of obstetrics, gynecology, and women's health to help women with a history of substance abuse.  (SD2)

RELATING TO CHAPTER 460, HAWAII REVISED STATUTES, OSTEOPATHY.

Makes the application requirements for doctors of osteopathy consistent with those for doctors of medicine.  Clarifies the osteopathic residency program, and allows the board to accept national osteopathic exams.  Makes the requirements for a limited and temporary DO license consistent with that for a limited and temporary MD License.  (SD2)

RELATING TO HEALTH INSURANCE RATE REGULATION.

Prohibits health insurance rates that are excessive, inadequate or unfairly discriminatory.  Requires health care insurers to submit rate filings for approval by the insurance commissioner.  Establishes penalties and appeal procedures.  (SD2)

RELATING TO SUBSTANCE ABUSE.

Amends definition of "substance abuse on-site screening test" to include tests used for forensic testing as a workplace testing device.  Requires that substance abuse testing be conducted according to the manufacturer's package insert, as an alternative to the Food and Drug Administration insert if there is no FDA insert.  (SD2)
