RELATING TO IMPORTANT AGRICULTURAL LANDS. Expedites the designation of important agricultural lands by the Land Use Commission (LUC) by repealing the existing landowner/farmer process and the county process, and allowing the LUC to initiate the designation process and allowing landowners to petition the LUC for designation. Allows the landowner petition for important agricultural land designation to take effect without the legislative enactment of incentive/protection legislation. Establishes a list of permitted uses for important agricultural lands. Revises the list of permitted uses for agricultural lands.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR ELECTRICAL GENERATION ON THE ISLAND OF MAUI. Authorizes special purpose revenue bonds to BlueEarth Maui Biodiesel, LLC, for construction of a biodiesel refinery on Maui.

RELATING TO GREENHOUSE GAS EMISSIONS. Requires the Department of Health to adopt reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance. Requires adoption of a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020. Requires the adoption of rules to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions. Authorizes the adoption of market-based compliance mechanisms.

Requires Department of Taxation to report to the Legislature on all available information and data collected from high technology businesses and thereafter submit an annual report of summary statistics on tax incentives and an evaluation of the effectiveness of high tech investment and research tax credits. Requires qualified high technology businesses benefiting from the high tech business investment and research activities tax credits to submit employment information to the Department of Taxation. Appropriates funds.
