RELATING TO SOLID WASTE.

Increases the volume limit of deposit beverage containers from 64 to 68 fluid ounces.  Requires distributors to report container numbers sold and make fee payments on that basis.  Permits calculation of redemption value by container count in certain instances.  Allows refusal of refund for previously processed and baled containers.  Phases in redemption of 68 ounce containers.

RELATING TO GREENHOUSE GAS EMISSIONS.

Requires the Department of Health to adopt reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance.  Requires adoption of a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020.  Requires the adoption of rules to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions.  Authorizes the adoption of market-based compliance mechanisms.

RELATING TO PUBLIC PROCUREMENT.

Removes the misdemeanor penalty for violation of the procurement code.  Authorizes the procurement policy board to set administrative fines and authorizes the chief procurement officer to assess the administrative fines.

RELATING TO PROCUREMENT.

Prohibits contracts less than $1,000,000 between a governmental body and professional architects, landscape architects, engineers, and surveyors, from requiring defense of a governmental body.  Contracts may require indemnification and holding harmless of the governmental body.

RELATING TO ECONOMIC DEVELOPMENT.

Requires the department of business, economic development, and tourism to investigate, collect, analyze, and publish research and data to track economic progress and aid in the development and economic health of growth industries.  Appropriates unspecified amount.
