RELATING TO NATIVE HAWAIIANS.

Establishes Aha Moku Commission to assist in the formation of regional Aha Moku Councils, which shall serve in an advisory capacity on all matters regarding the management of the state's natural resources.  Requires the Department of Land and Natural Resources to seek advisory assistance from the Aha Moku Councils in developing a comprehensive set of best practices for natural resource management.

RELATING TO KIKALA-KEOKEA.

Authorizes the Department of Land and Natural Resources, subject to specific criteria and priority requirements, to award the remaining leases in the Kikala-Keokea area not previously executed under Act 314, Session Laws of Hawaii 1991.

RELATING TO THE DESIGNATION OF A HAWAII ARCHAEOLOGICAL DATA SURVEY.

Establishes and designates an archaeological data survey as an on-line database program of the State of Hawaii museum of natural and cultural history, beginning with the collections of Bishop Museum; authorizes the museum, in consultation with the office of Hawaiian affairs, to withhold from the database, either temporarily or permanently, information that may pose a threat to the protection of valuable archaeological sites and artifacts.

RELATING TO LANDS CONTROLLED BY THE STATE.

Requires legislative approval of any exchange of lands under the control of certain state departments or agencies for private lands.  Creates an exception for community centers by eleemosynary organizations.

RELATING TO LANDS CONTROLLED BY THE STATE.

Requires legislative approval of the sale of any state land under the control of certain state departments or agencies with limited exceptions.  Makes conforming amendments to section 171-13, HRS. Allows DLNR to sell 15 acres of state land to eleemosynary organizations under certain conditions without legislative approval for 3 years.

RELATING TO DAM SAFETY.

Adds extensive provisions to the dam safety law to improve safety to dams and reservoirs in the state.  Makes an appropriation.
