RELATING TO RENEWABLE ENERGY.

Requires all renewable energy technology systems to be installed and placed in service in the State in order to qualify for the renewable energy technology tax credit.  Also removes the term "resident" with respect to a qualifying taxpayer eligible for the tax credit.

RELATING TO ENERGY.

Appropriates fund to the department of business, economic development, and tourism to sponsor an energy conference and participate in the blue planet festival to showcase energy technology, promote energy resources education, and address local and global energy issues.

RELATING TO ENERGY.

Statutorily establishes the Hawaii Natural Energy Institute of the University of Hawaii and creates the Energy Systems Development Special Fund for the development of renewable energy and energy efficient technologies.  Creates the Biofuels Development Revolving Loan Fund, which will be administered by the Hawaii Strategic Development Corporation, and the Hawaii Biofuels Program within DBEDT, to manage the State's transition to energy self-sufficiency based in part on biofuels for power generation and transportation fuels.  Requires DBEDT to develop and prepare a bioenergy master plan that sets the course for the coordination and implementation of policies and procedures to develop a bioenergy industry in Hawaii.  Appropriates funds.

RELATING TO ENERGY RESOURCES.

Replaces definition of "energy-savings performance contracts" with "energy performance contracts"; extends the maximum term of an energy performance contract from fifteen to twenty years; allows the state procurement officer to exempt a state energy project from advertising and competitive bidding requirements.

Establishes the Ingenuity Charter to facilitate the development of intellectual property, uphold high labor and environmental standards, and provide funds for instruction in the public schools that encourages innovation by Hawaii's students.

Appropriates $150,000 in FY 2007-2008 to the high technology development corporation to negotiate a 10-year lease to construct the Asia Pacific International Research Center for high technology in Kakaako.

RELATING TO THE HIGH TECHNOLOGY BUSINESS INVESTMENT TAX CREDIT.

Reduces the tax credit to    percent over five years.  Adds additional requirements to the taxpayer's written, certified statement that is required for the high technology business investment tax credit.  Requires the Director of Taxation and Department of Labor and Industrial Relations to allow the Auditor to access and analyze certain information related to the tax credit.

RELATING TO HIGH TECHNOLOGY BUSINESS INVESTMENT TAX CREDIT.

Requires qualified high technology businesses claiming the High Technology Business Investment or Research Tax Credit to file with Department of Taxation an annual survey about employment positions in the State.  Provides that by claiming the credit the business consents to disclosure of their name.

RELATING TO TAXATION.

Requires businesses receiving tax credits, or "development assistance," to report on job loss and gain.  Establishes a uniform application for assistance.  Makes businesses ineligible for credits if they fail to report.
