Requires employers with fifty or more individuals to allow rest or meal periods for employees that work more than five consecutive hours.  Repeals the exclusion of persons whose employment is governed by the federal Fair Labor Standards Act from the definition of "employee" under the State's wage and hour law.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Provides an appropriate, cost-neutral adjustment of the base monthly contributions for retiree benefit plans, in the event the EUTF Board of Trustees adopts a revised rate structure for its retiree benefit plans.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Eliminates confusion or misinterpretations regarding which "beneficiaries" of an employee killed in the performance of duty or of a deceased retiree are eligible to become EUTF employee-beneficiaries.

RELATING TO VOLUNTARY EMPLOYEES' BENEFICIARY ASSOCIATION TRUSTS.

Extends the sunset date of Act 245, SLH 2005, to 2013.  Requires employee organizations that establish VEBA trusts to report to the legislature after two full years of implementation and annually thereafter.

RELATING TO EMPLOYMENT SECURITY LAW.

The purpose of this bill is to provide the same type of unemployment insurance (UI) coverage in state law as in federal law for the exclusion of certain alien agricultural workers and to conform coverage of Indian tribe workers under state law to federal law.

RELATING TO EMPLOYMENT SECURITY.

Clarifies the time period in which the department of labor and industrial relations may expend funds appropriated under Act 190, Session Laws of Hawaii 2006.  Clarifies restrictions on the use of funds.

RELATING TO EMPLOYMENT SECURITY.

Raises the maximum weekly unemployment benefit to 80% of the average weekly wage.  Changes employer's contribution rates for the fiscal year 2007-2008 to 65% of amount in effect on 06/30/07, and thereafter to 75% of the amount in effect on 06/30/07.

RELATING TO EMPLOYMENT SECURITY.

Requires the Legislative Reference Bureau to conduct a cost benefit analysis of adjusting the formulas used to calculate the "adequate reserve fund" of the Unemployment Insurance Fund.
