RELATING TO IMPORTANT AGRICULTURAL LANDS LOAN GUARANTY. Allows the Director of Finance to guarantee loans made to agricultural producers for agricultural projects on important agricultural lands.

RELATING TO DEPARTMENT OF AGRICULTURE LOANS. Increases the amount of money for agricultural loans and aquacultural loans that the chairperson may approve from $25,000 to $75,000.

RELATING TO LOANS FOR AGRICULTURAL AND AQUACULTURE PURPOSES. Increases aquaculture loan limits for Class A & B loans to $800,000. Reduces credit denial requirements of the aquacultural loan program to more closely conform to the agricultural loan program. Creates a "new aquaculturalist program". Repeals the aquaculture loan revolving fund and makes the agricultural loan revolving fund the funding source for aquaculture loans. Combines the existing aquaculture loan revolving fund expenditure ceiling with the agricultural loan revolving fund expenditure ceiling.

RELATING TO SOLID WASTE. Requires distributors to report container numbers sold and make fee payments on that basis. Permits calculation of redemption value by container count in certain instances. Allows refusal of refund for previously processed and baled containers. Permits the director of health to suspend an automatic increase of the deposit beverage container fee.

RELATING TO ENVIRONMENTAL SITE CLEANUP. Repeats the sunset date of the Hawaii brownfields revolving loan fund to enable the State to continue to offer low-cost loans to enable eligible borrowers for the cleanup of contaminated properties.

RELATING TO HEALTH. Requires the Department of Health to take soil samples within 500 meters of all military bases in Hawaii to assess for depleted uranium, at least once every 3 months, and annually report to the legislature.
