RELATING TO RECYCLING. Directs the department of health to adopt rules to establish a cathode ray tube recycling program. Prohibits placing cathode ray tubes in landfills after 1/1/09. Requires reports to the legislature.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Requires dealers in high density areas who are located within two miles of a certified redemption center that is operated independently from a dealer to accept deposit beverage containers for redemption.

RELATING TO SOLID WASTE. Allows consumers to redeem beverage containers deposits at local grocery stores. Deletes the automatic container increase based on the redemption rate.

RELATING TO SOLID WASTE. Increases the volume limit of deposit beverage containers from 64 to 68 fluid ounces. Requires phase-in. Requires distributors to report container numbers sold and make fee payments on that basis. Permits calculation of redemption value by container count in certain instances. Allows refusal of refund for previously processed and baled containers.
