RELATING TO GREENHOUSE GAS EMISSIONS.

Requires the department of health to adopt reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance.  Requires adoption of a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020.  Requires the adoption of rules to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions.  Authorizes the adoption of market-based compliance mechanisms.

Repeats the sunset date of the Hawaii brownfields revolving loan fund to enable the State to continue to offer low-cost loans to enable eligible borrowers for the cleanup of contaminated properties.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR ELECTRICAL GENERATION ON THE ISLAND OF MAUI.

Authorizes special purpose revenue bonds to BlueEarth Maui Biodiesel, LLC, for construction of a biodiesel refinery on Maui.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST JACOBY DEVELOPMENT, INC., A PROCESSING ENTERPRISE.

Authorizes the issuance of special purpose revenue bonds for the planning, designing, constructing, and equipping of, and the acquisition of lands for, a plasma municipal solid waste processing system to convert solid wastes into electricity and chemically and biologically inert slag on Oahu.

Please submit separate testimony for each bill on which you are testifying. Please submit your testimony on one side of an 8½x11-inch paper with 1-inch margins. E-mail testimony will not be accepted at the office but may be sent to the Public Access Room.  Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
