RELATING TO ENVIRONMENTAL SITE CLEANUP.

Repeals the sunset date of the Hawaii Brownfields Cleanup Revolving Loan Fund to enable the State to continue to offer low-cost loans to assist eligible borrowers in the cleanup of contaminated properties.  (HB1278 HD1)

RELATING TO PESTICIDES.

Prohibits the sale of restricted use pesticides by a pesticide dealer to a certified pest control applicator or certified structural pest control applicator unless the persons are employed or supervised by a pest control operator validly licensed under chapter 460J (pest control operator law).  (HB1641 HD2)

RELATING TO ENERGY RESOURCES.

Replaces definition of "energy-savings performance contracts" with "energy performance contracts"; extends the maximum term of an energy performance contract from fifteen to twenty years; allows the state procurement officer to exempt a state energy project from advertising and competitive bidding requirements.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST BIODIESEL PROJECTS FOR ELECTRICAL GENERATION ON THE ISLAND OF MAUI.

Authorizes the issuance of special purpose revenue bonds for BlueEarth Maui Biodiesel, LLC for the planning, design, and construction of a biodiesel refinery on Maui with primary take-off designated as fuel for electrical generation.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted, the date and time of the hearing, and the number of copies needed for submittal.  In addition, please provide the testifier's name and mailing address in the email.  Email sent to individual offices or any other Senate office will not be accepted.

 

At the top of your testimony, please include your name, position/title, organization, contact information, the hearing date, bill number, bill title and your position on the measure (support, oppose, comments, amendments). Please submit separate testimony for each bill on which you are testifying.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

 

Public Folder.  A folder labeled “Public Folder” containing the measures and testimonies for the hearing will be available for shared use by members of the public.
