DECISION MAKING ON THE FOLLOWING MEASURE(S):

RELATING TO EDUCATION. Provides for academic and fiscal accountability in education by addressing: (1) funding for fiscal and academic accountability and the creation of district level business and educational services centers; (2) creating specialized high schools linked to Hawaii's workforce development needs; (3) enhancing the role of the college of education and the University of Hawaii in Hawaii's educational research and policy development; and (4) creating an early education initiative designed to attract and retain more early education teachers and to provide public land and facilities for early education programs. Authorizes the appropriation of general revenues for the department of education's repair and maintenance projects. Appropriates the issuance of general obligation bonds and general revenues for the University of Hawaii's repair and maintenance projects. Appropriates funds for mathematics textbooks and other mathematics learning materials, professional development for teachers of mathematics, mathematics coaching, and the use of assessments to provide appropriate mathematics interventions for individual students.

RELATING TO INNOVATION IN EDUCATION. Proposes to develop a comprehensive system of science, technology, engineering, and mathematics (STEM) academics and pre-academics that will focus on developing STEM skills in Hawaii's school children. Increases the quality STEM teaching in Hawaii's schools through enhanced professional development opportunities for practicing teachers and attracting highly qualified people with STEM degrees to the teaching profession, increases opportunities for high school and college students to gain experience through internships. Increases the number of high school graduates seeking degrees or certificates in STEM disciplines by providing scholarships to accredited institutions of higher education. Creates endowed chairs in STEM disciplines.
