RELATING TO SCHOOL COMMUNITY COUNCILS.

Clarifies the role of the school community councils.

RELATING TO PUBLIC CHARTER SCHOOLS.

Enhances and provides organizational support to sustain the independence of charter schools.  Sets for the powers and responsibilities of charter schools.  Provides charter schools with the resources and allows additional start-up charter schools to be established.

RELATING TO EDUCATION.

Authorizes the organization of charter schools within the State to appoint the executive director of the charter school administrative office.  Removes the board of education's authority over the executive director, except as to the determination of salary.

RELATING TO EDUCATION.

Expands the duties of the charter school review panel; clarifies the manner in which the executive director of the charter school administrative office is appointed and evaluated; updates the charter school funding formula; creates a category for agency-sponsored charter schools; requires the charter school administrative office to provide staff and resources for the charter school review panel; and increases the membership of the charter school review panel.

RELATING TO SCHOOLS.

Decentralizes authority and responsibility to the school level and appropriates funding for each year of the fiscal biennium for arts, physical education and learning materials, business services, and for business managers and trainers.

Appropriates moneys to the department of education for services relating to fiscal and academic accountability.

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes the department of education to enter into financing agreements without the approval of the director of budget and finance or the comptroller and creates a separate account within the state education facilities improvement special fund to be called the lease payments for schools account.

RELATING TO SCHOOL COMMUNITY COUNCILS.

Requires the department of education to establish a high school community council training program.  Appropriates funds for this purpose.

RELATING TO EDUCATION.

Establishes a grant program in the department of education to develop K-12 lesson plans, curriculum, and other educational materials to promote civic responsibility.  Appropriates funds to the department of education for the grant program and for social studies textbooks.

RELATING TO THE UNIVERSITY OF HAWAII.

Enacts a new part in chapter 304A, University of Hawaii, to provide for facilities improvement and university development; repeals existing University of Hawaii facilities improvement and university development law.

RELATING TO EDUCATION.

Changes the performance standards commission membership and reporting schedule.  Clarifies the intended purpose of the Hawaii educator loan program and amends the loan forgiveness incentive provisions.  Appropriates funds to the University of Hawaii for the office of school redesign, teacher education and professional development, the master of education in teaching degree program, additional staff for the Hawaii educational policy center, and the Hawaii educator loan program.

RELATING TO EDUCATION.

Updates performance standards commission membership and reporting schedule, removes references to specific federal law, calls for alternative assessments based on student performance, calls for a growth model for Hawaii public schools, and appropriates $400,000 for the 2007-2008 fiscal year to the Hawaii educational policy center for assessments and analyses.

RELATING TO CAPITAL IMPROVEMENT PROJECTS AT THE UNIVERSITY OF HAWAII.

Appropriates funds for capital improvement projects at the University of Hawaii.

RELATING TO THE HAWAII TOBACCO SETTLEMENT SPECIAL FUND.

Allows University of Hawaii to use its allotment of moneys from the Hawaii tobacco settlement special fund to pay for operating expenses of the new medical school in addition to paying debt service.
