RELATING TO INNOVATION IN WORKFORCE DEVELOPMENT.

Establishes a lifelong learning program and tax credit in the DLIR to support upgraded training for the incumbent workforce.  Establishes a rapid response training program and revolving fund in DBEDT to facilitate rapid custom training for high priority business investments.  Establishes a state level program in DBEDT to attract former residents back to Hawaii.  Merges certain workforce and economic development programs of DLIR and DBEDT.  These programs and changes work with other elements of the Innovation Initiative to develop a competitive workforce with the skill levels to support high skill high wage industries in the future.  Without efforts to raise skill levels, increase the labor supply respond faster to the training needs and more efficiently administer state economic and workforce development efforts,  Hawaii cannot maintain, much less advance its standard of living.

Establishes a college savings program tax credit.

Repeals general excise tax on gasoline.  Increases fuel tax at 1-cent per gallon.

RELATING TO ASSET BUILDING.

Provides a comprehensive set of asset building opportunities for Hawaii's low- and moderate-income families by establishing a self‑sufficiency standard that will determine the assistance allowance; establishing a refundable state earned income tax credit; providing financial education to TANF applicants and recipients; expanding the provision of individual development accounts; and appropriating funds.  (SD1)

RELATING TO TAXATION.

RELATING TO SEAWATER AIR CONDITIONING DISTRICT COOLING SYSTEMS.

Allows the sale of cooling from seawater air conditioning district cooling systems to qualify for state enterprise zone benefits.

RELATING TO ENERGY RESOURCES.

Requires the installation of solar energy devices to heat water in residential properties, beginning January 1, 2009.  Increases limits for renewable energy income tax credit to systems installed and placed in service, in single family and multi-family residential properties.  (SD1

RELATING TO HIGH TECHNOLOGY.

Provides that the high technology special fund shall not be used to fund general administrative and fiscal positions; clarifies that the high technology innovation corporation is authorized to operate bank accounts that are necessary for the conduct of its business at both in-state and out-of-state bank locations; appropriates funds for the Hawaii small business innovation research grant program and the Hawaii small business technology transfer program.  (SD1)

RELATING TO HOUSING.

Extends the sunset date for the allocation of fifty per cent of conveyance tax revenues to the rental housing trust fund to June 30, 2009.  Requires the Hawaii finance and development corporation to create an affordable housing inventory registry.  Appropriates funds for various homeless and housing programs and projects.

RELATING TO ENERGY.

Establishes the Hawaii natural energy institute at the University of Hawaii, with responsibilities for administering the energy development special fund.  Creates the biofuels development revolving loan program administered by the Hawaii strategic development corporation.  Makes appropriations.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Directs the auditor to conduct a financial and management audit of NELHA's deep sea water pumping system and establish a reasonable rate structure.  Freezes rates until the audit is complete.
